China’s embattled local governments are facing a dilemma: the environment or the economy?
According to Reuters, China has promised to put an end to a “growth at all costs” economic model.
That model resulted in dangerously blackened skies and contaminated water and soil.
Last winter, a crude “one size fits all” approach to the war on pollution disrupted large parts of the economy.
In a national sweep, inspectors forced companies to shut down whether they caused smog or not.
This year, the government is taking a more nuanced approach.
But many local economies still depend on polluting industries, like coal or steel.
They can't afford to shut the plants. And they can't afford to clean them up, either.
